However, when the ETIAS becomes fully effective, all citizens of visa-exempt countries (including Vanuatu) must obtain an ETIAS before departing their home country.  ETIAS has been developing since 2016, with the explicit goal of increasing security at Schengen borders. ETIAS is also driven by its fight against terrorists as part of an integrated EU Intelligence Agency. The ETIAS will be implemented by incorporating the

The ETIAS will be implemented by incorporating the Entry-Exit System of Europe. The ETIAS will be implemented by incorporating the Entry-Exit System of Europe. Both systems will work seamlessly together. To determine if they pose a threat to security or wellbeing in the EU, the ETIAS will screen travelers from non-visa-exempt countries. An ETIAS allows you to travel to Europe from Ni-Vanuatu

The Ni-Vanuatu tourist will be able to present their machine-readable passport to the border once they have arrived in Europe. To verify that the citizen has a valid ETIAS travel permit, immigration officials will digitally scan their passport.
Crossing the border will be permitted for Vanuatu citizens with an ETIAS approved meeting all European entry requirements.
Visitors not meeting the requirements or not possessing a valid ETIAS certificate will be refused entry. Their refusal will also be recorded in the Entry-Exit System.

Entry refusals in the EES could affect future attempts at obtaining an ETIAS travel permit for Europe. This depends on the nature of your denial.
